Landfill in Sandy might buy Exit C&D

OSNABURG TWP - Operators of American Landfill in Sandy Township are weighing an offer to buy the dormant Exit C&D Landfill in the 7000 block of Fairhill Street SE.

Waste Management, which owns American Landfill, would not expand waste-burial operations on Exit C&D’s property. If it buys Exit C&D, it would extract soil and clay to use at its existing solid-waste landfill.

Strickland to impose debris landfill fee after all

COLUMBUS - Gov. Ted Strickland’s administration reversed course and now appears ready to impose fees on construction and demolition debris landfills to help monitor groundwater.

The Ohio Environmental Protection Agency said Friday it was seeking comment on a rule that would impose a 5 cents per cubic yard or 10 cents per ton fee on the disposal of construction and demolition debris.

In April, Strickland dropped the fee from the budget he proposed to the General Assembly, even though lawmakers had authorized the imposition of the fees in 2004, during the administration of Gov. Bob Taft. The budget went into effect July 1 without the fee included....Read more.

Landfill rules needed, one way or another

CANTON - Do Stark and two neighboring counties have a legal say in how their landfills operate? That is a question Judge Richard D. Reinbold Jr. will answer. We hope he finds that the law is on Stark County’s side. If not, Stark-area state legislators should consider the ball in their court.

Reinbold, of Stark County Common Pleas Court, is hearing a lawsuit bought by the National Solid Waste Management Association. The trade group maintains that the Stark- Tuscarawas-Wayne Joint Solid Waste Management District did not have the authority last year to create rules for operation of landfills in the district....Read more.

Landfill restrictions challenged

CANTON - A national waste industry group was in Stark County Common Pleas Court Wednesday asking a judge to void local restrictions on landfills.

At issue are rules set by the Stark-Tuscarawas-Wayne Joint Solid Waste Management District in December.

They include that landfills must minimize odors, dust, noise and vibration. They limit hours of operation and require landfills to monitor groundwater and develop plans for litter collection, odor control and emergency situations....Read more.
