EPA gets another month to evaluate landfill stench

PIKE TWP - Countywide Recycling & Disposal Facility’s odor problems received a reprieve of sorts Friday from Joseph Koncelik, director of the Ohio Environmental Protection Agency.

Koncelik, on his last day as director, recommended that the Stark County Board of Health not act on the Bolivar area landfill’s operating permit until the OEPA can determine if the odor issue has sufficiently cleared up. In a letter to Stark County Health Commissioner Bill Franks, Koncelik stated it may take up to 30 days for the OEPA to complete its testing of the area....Read more.
